The National Rail Administration is investing heavily in e-commerce, which among other things will contribute to:
- simpler procurement
- more secure procurement
- better procurement
- better control and management information
The National Rail Administration has embarked on an ambitious e-commerce project comprising seven sub-projects. These will implement e-commerce solutions supporting the entire procurement process.
The introduction of e-commerce solutions will lead to changes in the relationship the National Rail Administration has with its suppliers. New routines will be implemented and the 'e-commerce in the NRA' [eHandel i JBV] project will ensure a problem-free transition for suppliers wherever possible.

Electronic tendering for procurement The National Rail Administration has chosen the KGV tendering tool supplied by Visma Unique AS for electronic execution of its procurements in the future. For more information on the tool, and to register online, go to https://www.eu-supply.com/kgv.asp Electronic signatures are not required as KGV features a backup solution that enables bids to be submitted electronically. The system then generates an offer letter, which needs to be signed and sent to the National Rail Administration before the closing date. For more information, see the link on the right.
Solution for tool/application: Uses Visma (call-off on public framework agreement entered into by DIFI, the Agency for Public Management and eGovernment). The pilot project runs until December 2010. Seven or more competitions are being run as part of the pilot project. The aim is to ensure that templates, processes and functions work satisfactorily. The pilot is also the first stage in the implementation. The outcome of the pilot will determine the rollout date and scope.
IMPORTANT
Bidders with no experience or only limited experience of e-commerce solutions are encouraged to start working on their offer (or to apply for qualification in the case of a two-stage competition) well in advance of the closing date for submission of documents.
e-ordering
The National Rail Administration aims to execute all orders electronically in the future.
Solution for tool/application: Uses IBX (call-off on public framework agreement entered into by DIFI, the Agency for Public Management and eGovernment). Rollout of e-ordering started in November 2008. Training is ongoing. Everyone with ordering rights must use the tool. We are ready to start the work to integrate e-ordering/IBX with Agresso eHandel. In autumn 2010/spring 2011 e-ordering will be upgraded and integrated with Agresso eHandel (see sub-project Call-off/ordering below).
e-invoicing
Solution for tool/application: The message centre/partner/invoice hotel is Itella Information AS. The test phase for the first electronic invoices has been completed and the solution has gone into production and will be taken into use as soon as the accounting system for e-invoicing in Agresso is working satisfactorily. Implementation of suppliers will start in Q2 2010.
